What causes this issue?

You used the function for details of a measure (WBS element, order).
However, the selected measure is created from the appropriation
request, that is, it is not created until you save.

System Response

It is not possible to display the master data now of measures that are
generated from within the appropriation request.

How to fix this error?

You cannot jump to the detail display for a measure that is being
created within the same dialog.
You can only display the measure after you save the appropriation
request and then call the transaction again.
