What causes this issue?

As described in the previous message AH-653, the total consumption from
the secondary meter is larger than the consumption from the primary
meter for a specific period.

How to fix this error?

When prorations in the billing period cause consumption from secondary
meters to be distributed differently to the consumption from the primary
meter, it can be useful if you enter an interim meter reading for the
primary meter on the proration date. This message helps you find the
appropriate interim meter reading.
