    Rate type &v1& is <DS:DE.USE_RTP>permitted for interval meters</>.
    In the rate determination, these rate types are generally allocated to
    rates that are also permitted for interval meters. An ambiguous rate
    determination can also allocation rates that are
    <DS:DE.USE_FACTS>permitted for facts</>.
    However, in this case at least one interval meter rate must be
    allocated to the rate type so that an <DS:DE.E_RTPINTERFACE>RTP
    interface</> can be determined.
    However, on key date &V3& there is no interval meter rate allocated to
    this rate type combined with rate category &V2&. This means that the
    rate determination is inconsistent.
