What causes this issue?

The measurement pressure must be present in at least one billing class
in the measurement pressure table.
Note:
As a consequence of the multiple assignment option whereby you can
assign a device to different installations with differing billing
classes, the billing class may not be clear for a purely technical
installation.
The permissible measurement pressures for the planned billing class
should be entered here with a view to subsequent use.
