    "Fixed VCF" or "Reg. VCF", then not all of the general control
    indicators are taken into account (e.g. fixed temperature, averaging
    type, average from, air pressure, gas law deviation factor correction).
    Only the "Reg. rel. ZZ" procedure or the "Fixed VCF" procedure combined
    with the control for the gas law deviation factor billing - i.e. gas
    law deviation factor and gas law deviation factor correction - is taken
    into account when the actual gas factors are calculated, e.g. in
    billing.
