  • What causes this issue?

    An activation lock is always set when you start an activation for a
    single ABAP/4 Dictionary object or with the mass activating program.
    This lock prevents objects of different object classes from being
    activated in parallel, which could result in inconsistencies in the
    ABAP/4 Dictionary. The lock is automatically cancelled when the
    activation has ended. If an activation terminates, the lock first
    remains in effect. It cancels itself after about 10 minutes.
