This error indicates that the fiscal year you are trying to use for the data transfer is closed, and therefore, the system does not allow any postings or changes to be made for that period.

Solution:
- Check Fiscal Year Status: Verify the status of the fiscal year in question. You can do this by navigating to the relevant configuration settings in SAP (Transaction Code: OB52) to see which periods are open or closed.
- Adjust Transfer Date: If the fiscal year is closed, you will need to adjust the legacy data transfer date to a period that is open. This may involve changing the date in your legacy data transfer file or adjusting the posting date in the transaction.
- Open the Fiscal Year Temporarily: If necessary, you can temporarily open the closed fiscal year for the purpose of the data transfer. However, this should be done with caution and typically requires appropriate authorization. After the transfer, you can close the fiscal year again.
