What causes this issue?

This XPRA replaces the usage type <LS>J</>, which is maintained in table
T681V, by a new usage type <LS>4</> that is reserved for ETM/CEM.
Since the add-on AFS uses usage type <LS>J</> for their condition type
and in the system, there could be data which is required for the AFS
application, so this XPRA cannot run in this system.
