If you do not want the accrued interest flow you must avoid generating
it by setting the 'traded flat' flag in the execution / settlement
data.
If you do not want the accrued interest flow because the security is
traded on the issue date (value date = issue date), then remove the
inclusive indicator for the interest value date in the execution /
settlement data to prevent the accrued interest flow from being
generated.
