    Purpose
    In accordance with <ZH>Employee's Withholding Certificate - Form W-4</>
    - published by the <ZH>Department of the Treasury Internal Revenue
    Service</>, to claim exemption from withholding, certify that you meet
    both of the conditions specified in the <ZH>General Instructions </>on
    Form W-4 in the <ZH>Exemption from withholding </>section.

    What causes this issue?

    You have created an exemption form for 2020 for an employee who already
    has a nonexempt form valid before 2020.

    When you create a new exemption entry which is valid for a given period
    in 2020, the system will create a third entry as another exemption
    record with an end date, which is incorrect. You have created a 2020 W-4
    Exemption from withholding entry for an employee who already has a
    valid/active record that is not exempt from withholding in 2019.

    How to fix this error?

    According to the Department of the Treasury Internal Revenue Service, an
    exemption record is only valid for one year period, and employees will
    need to submit a new Form W-4 by February 16 of next year. Since an
    entry exists after this exempt entry, it may be necessary to:
    Update the end date of the exemption entry or update the entry that
    starts in the future.
    Delete the entry that ends the validity period after 2020.
