What causes this issue?

You entered UI key 2 for the employee. This means that only half of the
contribution to unemployment insurance has to be paid.
According to ?28 Para.1 No.1 SGB III, when employees reach the age when
they are entitled to standard retirement pension in terms of SGB VI,
they are exempt from contributing to unemployment insurance as of the
end of the month in which they attain this age.
According to ?346 Para.3 SGB III, the employer for this employee has to
pay half of the contribution that would be payable if the employee were
liable for insurance.
However, this cannot be applied here as the employee has not yet reached
this age limit.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

There are some exceptions:
Insured persons who were born before January 1, 1955 and have agreed
before January 1, 2007 to semiretirement in accordance with ??2 and 3
Para.1 No.1 of the Semiretirement Act (? 235 SGB IV).
The age of 65 still applies here as the standard retirement age.
In these cases, a warning message is output asking you to check the
issue.
