What causes this issue?

You are trying to start a transaction in an application in the
"Financial Services" Extension Set (EA-FINSERV). This Extension Set is
inactive in your system. You are therefore not allowed to start the
transaction.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

You can set the indicators in the IMG activity Activation Switch for SAP
R/3 Enterprise Extension Set). Note that you cannot switch off the
Extension Set after it has been activated.
