    Minimum tokens are a concept used in SAP Business Workflow. They are used to define the minimum number of tokens that must be present in a workflow before it can be executed.     How to use it: 
    In order to use the minimum tokens concept, you must first define the number of tokens that must be present in the workflow. This is done by setting the “Minimum Tokens” parameter in the workflow definition. Once this is done, you can then assign tokens to each step in the workflow. When all of the required tokens have been assigned, the workflow can then be executed.

If it is set too low, then some steps may not be completed before the workflow is executed. On the other hand, if it is set too high, then some steps may not be completed in time and the workflow will not execute correctly.
