Rules can be created using the Business Process Modeler (BPM) component of SAP Business Workflow. 
    
    How to use it: 
    To create a rule in SAP, first open the Business Process Modeler (BPM) component of SAP Business Workflow. Then, select the “Rules” tab and click “Create Rule”. Enter the name of the rule and then enter the conditions and actions that will define the behavior of the rule. Once all conditions and actions have been entered, click “Save” to save the rule.
