You attempted to assign controlling area &V1& to HR organizational unit
&V2& (key &V3&). However, assignments to CO objects (controlling area,
company code, cost center or profit center) already exist above this
organizational unit in the enterprise organization.
This breaks the consistency rule that no additional CO assignments may
exist above the HR organizational unit assigned to the controlling
area.

Assign the controlling area to another HR organizational unit such that
there are no CO assignments above this unit in the enterprise
organization.
