This is either a data inconsistency or a programming error.
You can perform the following check to see if this is a data
inconsistency:
There must be an entry in table TILM_STOR for a given resource or
collection URI. This must always be in combination with a handle. You

A handle in a child table that cannot show a root entry would be this
type of data inconsistency. An incorrect deletion command or another
command that was executed incompletely may have caused this.
