together with regulatory compliance data, (infotype 1686) has been
recorded.
Changing the regulatory compliance data of this training need will
render the data stored in infotype 1686 inconsistent. As long as this
inconsistency exists, there won't be possible to proceed past the
"Validate"-step in training plan reporting.

You have two options how to correct this:
1. Change the regulatory compliance data of the training need, so it

(attendance/absence) for the course objects reported as inconsistent.
