Specifying version &V1& here as the source version will result in
reciprocal versions (V1 -> V2 -> ... -> V1) for the organizational
units being copied.
A version cannot be copied onto itself (even if only transitively), and
it cannot have itself (even transitively) as the source version.
The system is unable to processes this.
