You are trying to create a new RIB object with FM address &v1&&v2& in
the ledger &v3& and fiscal year (or if applicable, fiscal year and year
of cash effectivity) &v4&. However, an RIB rule already exists which is
defined with a cover group and the RIB source address of this cover
group has the same FM account assignment values as the RIB object to be
created.
