You are trying to split the capacity requirements of a capacity
category which either does not exist in the current work center or which
cannot be selected in the current situation.
For example, this can happen if you want to allocate requirements to
people but have entered a capacity category which is not marked as a
labor capacity.

You should select another capacity category.
