You are working with only a portion of the work breakdown structure. In
this case, you can only create new WBS elements at a level below the
element you used to access the structure. This initial element has the
level &V1&. The level you entered, &V2&, is therefore invalid.
The initial element is the WBS element which you entered on the request
screen.
