¿Qué causa este problema?

You want to change the node assignment for an article.
As the article hierarchy is OTB-relevant, changes to the node assignment
must be taken into account in OTB. This is done using the OTB transfer.
A node change has already been made for this article and it has not yet
been processed by the OTB transfer. There can only be a maximum of one
open, unprocessed transfer flag for a period and for an article.

You cannot make another node change for the current article until the
previous change has been processed by the OTB transfer.

Perform the OTB transfer in transaction WOTB3.
