You want to use the target value of the contract and the OTB reservation
together at item level. This is not possible.
If allocation in the internal contract apportionment is based on the
target value of the contract, the item quantities and values for the
allocation are irrelevant. This means that the OTB reservation cannot be
executed for each individual item but only for the entire contract, that
is to say, at header level.
