If &V1& is a rule for which the operation is terminated if there is no
result, the workflow was set to status <ZH>error</> and stopped.
Otherwise, this situation is only reported as a warning.
The <DS:GLOS.3526B0BFAFAB52B9E10000009B38F974>recipients</> of the work
item are determined in two steps. If there is a rule for processing in
the task definition, it is evaluated and recipients are determined. If
there is no rule in the task definition, all possible agents of the
task become recipients.
