Therefore, the system has refused the execution for some of the selected
tasks.

Check the settings in view cluster SWFSTEPACTDEACT for all activated
profiles. To disable a function<(>,<)> it is sufficient to disable it by
one activated profile.
Example
You want to forward in SAP Business Workplace three tasks to the same
user. For the step type of the second task the forward has been
disabled. After selecting the three tasks you can trigger the forward
feature and two of three tasks (task 1 and 3) will be forwarded.
In case the forward feature is disabled for all step types of the
selected tasks the forward button will be disabled by SAP Business
Workplace.
