in Customizing you have not stored a
<DS:GLOS.3526C7B6AFAB52B9E10000009B38F974>partner determination
procedure</> for the <DS:GLOS.3526C740AFAB52B9E10000009B38F974>delivery
type</> &V1&. This means that no partner can be copied to the delivery.

<DS:SIMG.SIMG_SHP_PARTNER>Set Up Partner Determination for
Deliveries</>. Assign at least the role of ship-to party to this partner
determination procedure.
