¿Qué causa este problema?

The repair task does not need a business decision. The system tries to
generate a repairs procedure using the sales order stock.
However, there are no quantities for the 'can be repaired', 'repaired'
and 'free/to be delivered' stock types.

Check the stock postings to the sales order stock for the repair task
and enter yourself which action (repair, deliver, etc) should be
generated.
