¿Qué causa este problema?

The selected ID cannot be used as a new ID for the entity for one of the
following reasons:
The ID is already used by an active entity.
The ID is already locked in a different change request.
The ID is referenced by a hierarchy or another entity.
For example, you cannot change the ID of a financial reporting structure
item that is already used in a financial reporting structure.

The system cannot change the ID.

¿Cómo arreglar este error?

For active or locked IDs, enter a different ID. You cannot use the same
ID multiple times.
For referenced IDs, you can change the reference by clearing items from
the hierarchy or entity, for example, before entering the changed ID.
You can also reenter the previous ID.
