reasons for this are:
The change request status does not allow changes to the object list
The change request is not locked for the current session

Changes to the change request object list might be possible in another
workflow step, if the change request there has a status that allows
changes to the object list.
Full maintenance is only possible in the full maintenance mode. The full
maintenance mode is only possible for single object maintenance change
request types. Make sure you have navigated to the change request, for
example from the <LS>Display Change Request </>application or from the
<LS>My Change Requests</> application.
