permanent parameters if <ZH>all</> tasks for these parameter settings
have either been blocked or blocked by user intervention or are
irrelevant for execution in the consolidation monitor.
The task status of task &V2&, however, has the value &V4& in year/period
&V1& for consolidation group &V3&.
