¿Qué causa este problema?

You could not change the status of an object belonging to a regular
package to "local private" because components of this object are
locked. The component objects are obviously elements in use for current
development.

¿Cómo arreglar este error?

With the help of the transport utilities in transaction SE09, you can
find the tasks or requests that own the locks. You should then release
the request or inform the person responsible of your intention so that
the required steps are performed.
