You tried to schedule a delta import.
The system searches for the HEADER file in the /LANGUAGE subdirectory
on the language CD. In this case, the HEADER file could not be found or
it is empty.

Check whether the HEADER file exists.
If the HEADER file does exist but has no contents, you cannot schedule
a delta import. You should then schedule a full import.
