Package &V1& has its original in &V2& and not in &V3&.

Packages can only be relocated if the package has its original in the
current system.

¿Cómo arreglar este error?

Log on in the original system of the package and create a transport in
this system.
However, if the package &V1&'s original is there by mistake, you can
change this using the Transport Organizer tools, provided you have
administrator authorization in the Transport Organizer area.
