¿Qué causa este problema?

If the aggregation marker for the risk hierarchy is not set, no
aggregation can take place. This is because the marker from the risk
hierarchy is used as a default setting for the summarizaiton nodes,
which have no explicit aggregation marker of their own. This marker
must therefore always be maintained.
