¿Qué causa este problema?

When you distribute keywords from the Solution Manager project, they are
copied into the selected customizing project. If these do not yet exist
in the component system, they are created. If they already exist, they
are not changed.
In this case, the copied keywords exist in the component system, but may
have another meaning: their descriptions are different.
