The system does not permit the implementation of SAP Notes of this type.

For you to be able to implement the SAP Note, it must have the status
<LS>Internally Released</>, <LS>Released for Customer</>, or <LS>Pilot
Release</>. Open a customer service ticket, and assign the it to
component &V3&.
