¿Qué causa este problema?

The parameter OPERATION_MODE is not set correctly in system &v1&. This
parameter specifies the operating mode for the system which in turn
defines the level of import control that the central CTS takes over for
system &v1&.

Setting TMS parameter OPERATION_MODE manually
Log on to the Transport Domain Controller of system &v1&.
Call transaction STMS.
Choose "System Overview".
Select the required system by double-clicking it.
On the "Transport Tool" tab page, switch to change mode.
As required, add or change the TMS parameter "OPERATION_MODE" and assign
the correct value as described below.
Confirm the settings and distribute the TMS configuration.
