¿Qué causa este problema?

You want to activate one or more BC Sets. The system locks the BC Sets
before the activation, but the lock failed for one or more of the
specified BC Sets, because they were already locked. Other users can,
for example, lock BC Sets in other activations, or in change mode in
the BC Set maintenance transaction.

Respuesta del sistema

In a background activation, all BC Sets which could be locked are
activated.
In a dialog activation, and if you are activating several BC Sets at
the same time, you can either activate all locked BC Sets, or cancel
the entire activation.

¿Cómo arreglar este error?

See who is locking the BC Sets, in the activation log. Have the locks
reset, and activate the BC Sets again.
