¿Qué causa este problema?

Data should be written into a system transport request when BC Sets
are activated, but the program had no valid transport request number for
a system transport request.
This can happen if no valid system transport request number was
passed in the corresponding interface parameter when the activation was
called, and the dialog option "Activation without User Dialog" was
selected.

The activation is cancelled before data is activated.
