¿Qué causa este problema?

The SAP developer responsible has forbidden checked activation of data
for the customizing object &V1& by BC Sets.
"Checked activation" means that when you import the data (BC Set
activation), the same checks are performed on the data records as are
made when you maintain the data in dialog (in the IMG or SM30/SM34).

The help for the transaction SOBJ provides detailed information about
the BC Set compatibility of the customizing object. The header
information for object &V1& contains a BC Set compatibility check
pushbutton.
Check whether the object data can be activated "unchecked". If this is
not the case, you cannot activate the data for the object. In this case
you can only use the object to document existing customizing settings
(if this application scenario is allowed).
