¿Qué causa este problema?

You must have the authorization from authorization object S_RSEC that
allows you to change (02) all users (asterisk *), even if the
reorganization involves just a subset of users. For performance reasons,
the system does not check at a more detailed level.

Ask for the authorizations for authorization object S_RSEC to be
assigned to you:
Field RSECADMOBJ value USER
Field RSECADMVAL value *
Field ACTVT value 02 (change)
