¿Qué causa este problema?

The authorizations for the user that are to be generated again will be
deleted.
Only authorizations are deleted that are affected. Authorizations of
users can also be affected that had been given authorizations that are
now part of the authorizations to be deleted.
Authorizations can also remain if these are not assigned to a user that
has authorizations that have to be generated again.
The general strategy here is to bring the content of the existing
DataStore objects with the user authorization assignments described in
them into the system. The current status of the specified user is then
overwritten. Non-explicitly generated users are not "spared" here.
Instead they can be affected by implicit side effects.
