¿Qué causa este problema?

You are trying to assign qualifications without notes to a person who is
not qualified or who has restricted qualifications.

El sistema emite un mensaje de error y no le permitirá continuar con esta transacción hasta que se resuelva el error.

¿Cómo arreglar este error?

Notes must be created for all qualifications that the relevant person
does not have (red icon) or that have restrictions (yellow icon). To
create notes, choose the pushbutton for creating notes in the relevant
row.
