¿Qué causa este problema?

In technical terms, stages, operations, actions, and processes belong
to the same application object type (POB) in iPPE. The object name in
an application object type must be unique.
For example, if a stage with the name MERGE already exists, you cannot
create any more operations, actions, or processes with the same name.
