When measurements were assigned to statistical key figures, a
statistical key figure was used that is <ZH>not</> of the type <ZK>fixed
value</>.

It is only possible to transfer measurements to statistical key figures
for fixed values. Totals values are <ZH>not</> supported.

¿Cómo arreglar este error?

Change the definition of the statistical key figure or assign another
one.
