derived uniquely.
For this reason, a specific date must be chosen for the start of the
frequency interval.

For a frequency interval greater than 1 year, only the following values
are allowed for the start of the frequency for day, month, and year
frequencies.
<ZH>13</> Start of the condition
<ZH>40</> User-defined
