¿Qué causa este problema?

You want to enter a value adjustment amount for the earmarked fund
&V1&, item &V2&. However, there is no approved value adjustment (&V3&)
yet for this document.

The system does not allow the entry since otherwise several value
adjustment documents would be in the approval procedure at the same
time.

¿Cómo arreglar este error?

Either wait before entering the value adjustment until the document
&V3& is approved or change the value adjustment amount &V3&.
