You want to change attribute &V1& with characteristic &V3& for a
navigation attribute. The characteristic &V3& refers to the character-
istic &V2& and in this characteristic attribute &V1& is still a display
attribute.

First maintain characteristic &V2& and change the attribute &V1& there
to a navigation attribute. Afterwards, you can also change attribute
&V1& for characteristic &V3& to a navigation attribute.
