¿Qué causa este problema?

There are still addresses with incorrect or inconsistent validity
periods.
As long as these errors are not corrected, no addresses may be created
or deleted and no address usages may be maintained. In addition,
the validity period of an address may not be changed (apart from the
incorrect address itself), and no moves may be carried out.
