¿Qué causa este problema?

The initial test for the stability study should be completed using a
follow-up action for the usage decision. The corresponding status
should then be set in the stability study automatically.
However, the study (notification) could not be completed by the
follow-up action, because it was blocked by another user and the
relevant status could not be set.
